people.
In 2012, Virginia identified 497 units local governments, which placed in 44th in the nation according to Census of Governments.
Hawaii had the fewest (21) - no incorporated municipalities, four counties and the consolidated city-county government of Honolulu
Illinois had the most with 6,968 units of local government – 102 counties, 1,298 municipalities, 1,431 townships, 905 school districts and 3,232 special districts.
Hove Mobile Park in Cavalier County, North Dakota is the nation’s smallest city. The city had a total area of 0.04 square miles in the United States. The population was 2 at the 2000 census - one married white couple and their median age was 74 years. According to the United States Census Bureau, at the time it was one of only five places in the United States with a population of two people. The others were Twombly, Maine; Success, New Hampshire; Oil Springs Reservation,Cattaraugus County, New York; and Monowi, Nebraska. The city government of Hove Mobile Park was dissolved in 2002. However, sometime between the 2000 census and July 2007 the man died, so the population since July 2007 consists of an elderly woman living in a trailer park.
