B. Scott Maddrea and Jeffrey A. Finch
Jeff Finch and Scott Maddrea currently serve as Deputy Clerks of the Virginia House of Delegates.
Jeff is a graduate of Virginia Tech, with a M.P.A. from Virginia Commonwealth University, and former House Page, who has been with the General Assembly since 1981.
Scott received his B.A. in Political Science from the University of Richmond in 1987, and his M.A. from American Military University. He started working with the Virginia House of Delegates in 1986 and was appointed Deputy Clerk for Committee Operations in 2000. He is a graduate of the Virginia Executive Institute (2000) and the Legislative Staff Management Institute (2002), and is also a member of the Research and Committee Staff Section (RACSS) of the National Conference of State Legislatures. Scott is a retired, 25-year veteran of the U.S. Army Reserve, during which time he served as an instructor for the U.S. Army's Command and General Staff College.
Jeff and Scott currently serve as Adjunct Faculty members at Christopher Newport University where they teach a class on "State and Local Government." In addition, both are frequent guest speakers on the workings of the General Assembly at James Madison University, Virginia Commonwealth University, Virginia Tech and the University of Richmond. In addition, they collaborated to co-author the chapter, "The Virginia General Assembly and the Process of Making State Laws" in the text, Governing Virginia, published in 2012.
